As I was reading the paper, I was thinking about the differences and similarities between these two things.
I realized that the only difference between the two is a terrorist is more interested in attacking / terrorizing civilians (though he will attack soldiers / police) while a guerilla fighter will tend to be more interested in attacking the soldiers. I don't mean to defend one group or the other, just thinking on what makes them different.
But the similarities: can't give them safe haven, when you have them you must put steal on target like no other, and you need to have so many troops they can't operate.
There was something in the 80s or 90s I think where the US was in at a Caribbean country (Dominican Republic?) where we showed up with tons of troops. One local said "you couldn't do anything bad, because there was a squad on every corner."
